DSWD, muling binubusisi ang mga 4PS na matatapos sa kabila ng apela na manatili pa sa programa

Muling sinusuri ng Department of Social Welfare and Development (DSWD) ang listahan ng mga benepisyaryo ng Pantawid Pamilyang Pilipino Program (4Ps) na malapit nang magtapos sa susunod na buwan.

Ginawa ni DSWD Assistant Secretary Romel Lopez ang paglilinaw sa isang pahayag kahapon bilang tugon sa apela ng ilang “exiting” na pamilya na manatili sa programa.

Binanggit niya na ang mga magsisipagtapos na pamilya ay sumasailalim sa masusing pagsusuri upang suriin ang kanilang kalagayan sa pamumuhay matapos na makinabang sa tulong na pera na ibinigay sa pamamagitan ng 4Ps campaign.

"Families identified to have helped themselves out of poverty will no longer receive cash grants starting from Pay Period 6, which covers the months of December 2022 and January 2023,” aniya.

May 700,000 ang inaasahang magtatapos sa 4Ps matapos mapabuti ang kanilang buhay.

Ayon kay Social Welfare Secretary Rex Gatchalian, ang mga magtatapos na benepisyaryo ng 4Ps ay tinitiyak ng “patuloy na suporta” mula sa lokal at pambansang pamahalaan at pribadong sektor.

Sinabi ni Gatchalian na sila ay pormal na ieendorso ng DSWD sa kani-kanilang mga lokal na pamahalaan, kasama ang kanilang mga folder ng kaso, upang magsilbing "guide for the Local Social Welfare and Development Office in implementing programs and services that the families may need."

DSWD Food Stamp program beneficiaries will get P36,000 per year for purchase of food

DSWD said the program will benefit 1 million households that have been identified as "food poor" — those who earn less than P8,000 a month and who cannot afford to eat more than one meal a day.

Government assistance, which will be distributed through tap cards, is meant to address involuntary hunger and will be given to people identified and profiled by the DSWD with the help of the Philippine Statistics Authority.

Beneficiaries will get aid of P3,000 a month, or around P36,000 a year, in credit that can be used to purchase food from partner grocery stores, supermarkets, stores and the government-run Kadiwa centers. 

The aid cannot be withdrawn, DSWD Usec Edu Punay said. "They cannot pawn it and they will not be able to buy food outside the major food groups."

The DSWD is eyeing a phased rollout of the food stamps — the program is still in the design stage — at 300,000 beneficiaries in the first year, another 300,000 in the second year, and 400,000 in the third year.

The food stamps are separate from the conditional cash transfer Pantawid Pamilyang Pilipino Program (4Ps) and the Assistance for Individuals in Crisis Situations.

"Listahan," hindi na gagamiting ng DSWD sa 2024

Kinumpirma ni Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian na hanggang ngayong taon na lang gagamitin ng ahensya ang ‘Listahanan’ poverty database program.

Ayon sa kalihim, ito ay upang magbigay daan sa full implementation ng Republic Act No. 11315 o ang Community Based Monitoring System (CBMS) Act na lalarga na sa susunod na taon.

Sa ilalim ng batas, magiging responsibilidad na ng Philippine Statistics Authority (PSA) ang primary data collection pati na ang pagbuo ng poverty database.

Sinabi naman ni Sec. Gatchalian na mahalaga ang magiging papel ng mga LGU (local government units) para maging responsive ang CBMS.

“Listahanan is not responsive as naging kongkreto na yung bahay, nasa Listahanan pa din. Humirap na yung tao pero wala pa din sa listahan (concrete houses are in the Listahan, while those households which became poor are still not included in the list.),” DSWD secretary.

Kaugnay nito, tiniyak ni DSWD Sec. Gatchalian na nananatiling handa ang kagawaran na tumulong para maayos na ma-validate ang mga benepisyaryo ng kanilang mga programa at mapabuti ang pagbibigay serbisyo sa publiko.
