Draft plan for new migrant workers in Taiwan that will provide "one-stop service"


The Ministry of Labor (MOL) on Tuesday said it is drafting a plan to provide newly arrived migrant workers in Taiwan with a "one-stop" service that will include pre-employment training lectures and all necessary documentation over a three day period.

Paul Su, deputy head of the Workforce Development Agency's Cross-Border Workforce Management Division under the MOL, said the service the ministry is planning will include workers' meals and accommodation for the first three days after they arrive in Taiwan.

Under the current regulations, migrant workers are required to receive only a 30-minute pre-employment lecture from the relevant authorities on arrival at the airport, Su said.

After the brief lecture they were transported to dormitories arranged by their employers to wait for the necessary documentation, including employment permit, health insurance and residency cards that often took days to process.

To improve the service, the MOL is planning to extend the pre-employment training to three days in duration from 30 minutes, Su said.

This will provide workers with a more thorough review of relevant laws and regulations, as well ensure they better understand their labor rights and how to find help if they encounter difficulties at work, he said.

Citing an example, Su said drunk driving and the serious penalties it incurs is one of the major issues first time workers in Taiwan need to know about.

The "one-stop" service, according to the MOL, will also make it easier for employers to apply for the documents their migrant workers need to work in the nation, as they are all provided at the end of the workers' pre-employment training.

Employers will pick up their employees on the third day after training, and can have them start work immediately thereafter, the ministry explained.

The plan is to set up two designated locations near Taoyuan International Airport and Kaohsiung International Airport to house and provide the training lectures for newly arrived migrant workers, Su said.

The hope is to roll out the one-stop service next year after the pandemic passes, he added. -Central News Agency

May kausap na raw silang institutional buyers, ayon sa Department of Agriculture (DA). Nakikipag-ugnayan na rin ang DA sa mga lokal na pamahalaan para sa logistics.

Sinabi ng DA sa rehiyon ng Cordillera na halos 500 mga magsasaka ang nawawalan ng kita ngunit ang pangunahing tanggapan ng DA ay hindi pa maabot ang kalagayan ng mga magsasaka.

Undocumented Pinoy workers in Taiwan, appealed to include them in the vaccination program


Currently, about 50% of population in Taiwan have 1st dose of vaccine including migrant Filipino workers. However, this does not include undocumented Filipino workers andthey are appealing to be included in the COVID-19 vaccination program of the Taiwanese government.


The Manila Economic and Cultural Office (MECO) has filed a diplomatic appeal with the Taiwanese government, to include migrant workers in the vaccination program since the program began.


“...when we filed that appeal, marami po ang nagprisinta na tumulong sa akin, mga Congressman, mga tao sa likod ng Taiwan, pati mga NGO natin dito, sumama sa atin at nag-file ng appeal," said Atty. Gilberto Lauengco, MECO Resident Representative.


"Then after that, humingi na po ako ng tulong sa representante ng Vietnam, Thailand, Indonesia, kasi sila din may migrant worker,” Lauengco added via ABS-CBN News.


The undocumented workers appealed to the Taiwan government to include them in the vaccination program because they also want to be protected against the infectious Coronavirus.


Documented workers already have their first dose specially those who are working domestically.

Senator Lapid, nasumite ng bill na magbibigay ng 28-days paid quarantine leave sa mga workers


Nagfile si Senador Lito Lapid ng isang panukalang batas na naglalayong magbigay ng 28-day paid leave ng quarantine bawat taon sa mga manggagawa na kailangang sumailalim sa quarantine.

Sa ilalim ng Senate Bill No. 2404, o ang Paid Quarantine Leave Benefit Act, saklaw ng benepisyo ang mga manggagawa mula sa pribado at pampublikong sektor. Ang bayad ay magiging katumbas ng kanilang pang-araw-araw na wage rate.

Ayon sa panukalang batas, ang Social Security System (SSS) at ang Government Service Insurance System (GSIS) ay dapat reimburse ang mga employer para sa bayad sa quarantine ng mga employee.

Nakasulat sa panukalang batas na hindi makakaapekto ang 28-days paid leave sa existing sick leave, hazard pay at iba pang benefits ng mga employee.

Kung naipasa ang batas, ang mga employer na tumanggi na bigyan ng bayad ang quarantine leave ay pagmumultahin mula ₱30,000 hanggang sa ₱200,000.

Kung ang paglabag ay nagawa ng isang samahan o korporasyon, mananagot ang managing head ng kumpanya, mga director, o mga partners.

OFW remittances, continue to recover amid pandemic


Due to the extensive vaccination programs of host countries where there are many Overseas Filipino Workers (OFWs) and the economic opening of many countries in the world, OFW remittances have recovered this year despite the pandemic.

The Bangko Sentral ng Pilipinas (BSP) announced that in the first four months of 2021, OFW remittances reached $11 billion or 5.1% higher than the $10.49 billion in the first four months of 2020.

The World Bank estimated that OFW remittances fall to 20% last 2020 due to the unemployment of many migrant workers around the world.

Global remittances remained stable despite lockdowns in the Middle East, the United States, Europe and other countries.

Even though more than 400,000 OFWs have been repatriated since the pandemic began, foreign employers still have a great need for Filipino workers.

With the opening up of the economies of many countries, many OFWs are also returning to their host countries, mapa-landbased or seabased migrant workers.

Filipino language, taught to more children in Taiwan schools

Taiwan has opened up the opportunity for new immigrants to teach young students.  Some Filipinos are happy because of the government's support for their teachers.


Different language were taught in private and public elementary and high schools by foreign teachers who have come or lived in Taiwan.


Among those taught is the Filipino language under the government's new Southbound policy. It aims to expand taiwan's cooperation with neighboring countries in Southeast Asia.


President Tsai Ing-wen said the new policy will link the children back to their culture, so that, in the future they can be a future link for Taiwan and their homeland. 


“We started around 3 years ago noon sa trial period, ang Filipino teachers natin that time was only 4 or 5 I think. But for this school year, we have around 50 teachers na," said Irenne Ng, Manila Economic and Cultural Office (MECO) Kaoshiung Extension Office Director in a report from ABS-CBN.


"We started with around 10-12 classes but for this year, we are happy to share that we have 234 classes, ang ni-report sa atin as of end of August,” the director added.

OFW deployment increased this year, reached 70,000 per month: POEA


The number of overseas Filipino workers (OFWs) sent to various countries have increase this year (2021), Philippine Overseas Employment Administration (POEA) has announced.

The deployment of OFWs is already at 70,000 per month despite the ongoing COVID-19 pandemic according to POEA Administrator Bernard Olalia.

Of the said number, 30,000 of them are land-based and 40,000 are sea-based.

"From a drop of 74% last year, our deployment is picking up monthly," Olalia said.

The demand for health workers in the United Kingdom, Germany, and some countries in the Middle East is said to be high.

"As for sea-based, they are deployed in cargo, transport and petroleum vessels, and they are also in demand," Olalia added.

Raffy Tulfo to run for a national position in 2022 elections, senator or Pacquiao tandem?


There were news around that Raffy Tulfo could be the running mate or the vice president of Senator Manny Pacquiao of the PDP-Laban in its presidential bid.

There are also those who say that the popular broadcast journalist would run for senator. But Tulfo has not yet shared his plans publicly.

If there is no change in the plans of the TV personality, his programs will only be available on TV5 until February 2022. This is due to his intention to run for the election to be held on May 9, 2022.

The Omnibus Election Code of the Philippines states that candidates are not allowed to be watched on television once they have filed a certificate of candidacy.

2nd Taiwan-made COVID-19 jabs from Adimmune to conduct human vaccine trials


Taiwan-based Adimmune Corporation (ADIM) to conduct its 2nd phase of COVID-19 vaccine human trials in Indonesia, the firm announced.

The human trials was approved by Indonesian food and drug regulator BPOM and will be carried out by scientists from Gadjah Mada University in Sleman Regency, Java.

The company aims to tap the Muslim-based market with halal certification. Indonesia has the world’s largest Muslim population.

The trial will involve 240 participants and determine the dose number and efficacy of the vaccine against the coronavirus.

Adimmune said that the Indonesian trials would determine the optimal dosage for its vaccine to generate adequate protection against COVID-19 variants and prove its efficacy.

Adimmune’s clinical trials in Indonesia would give participants three doses, adding that the company’s phase 2 trial would require more time and results are expected to be released next year.

Adimmune said it expects to complete the phase 1 and 2 trials early next year, but it would not seek emergency use authorization (EUA) upon completion.

Pregnant working women in Taiwan prohibited from working during night shift: MOL


Pregnant or breastfeeding women are still banned from working shifts late at night or in the early morning hours as refreshed by Taiwan's Ministry of Labor (MOL).

The clarification was released by MOL after some confusion on the matter after Taiwan's Constitutional Court invalidated a portion of Taiwan's Labor Standards Act.

Labor standards act Article 49 of the act originally stated that female workers were prohibited from working between 10 p.m. and 6 a.m.

Meanwhile, Constitutional Court decided to void this portion of Article 49 citing Article 7 of the Constitution, which states that all citizens, irrespective of sex, religion, race, class, or party affiliation, shall be equal before the law.

MOL stressed that female workers cannot be forced to work between 10 p.m. and 6 a.m. if they have health concerns or other justifiable reasons.

Employers who violate this rule can be sentenced to a maximum of six months in prison or fined up to NT$300,000.

Japan, nagbabala sa posibleng terror attack sa Pilipinas at 5 pa na bansa


Kinumpirma ng Japanese Embassy  na nagbabala ito sa mga Japanese citizens na nasa Pilipinas ukol sa isang "possible terror attack” sa six Southeast Asian nations na kabilang ang Pilipinas.

Hindi isiniwalat ng embahada kung saan, ngunit inabisuhan silang maging mapagmatyag sa mga matataong lugar at mga "places of worship."
 
"We confirm that the Japanese government has received information about a possible terror attack, but we cannot give you any detailed background at the moment. In relation to this, we issued a warning to alert Japanese people residing in some Southeast Asian countries, but we cannot disclose the source.

We advise Japanese nationals to remain  vigilant at all times in public areas, especially places visited by a large number of people and places of worship."

Kabilnh ang Pilipinas, Indonesia, Singapore, Malaysia, Thailand and Myanmar sa tinutukoy na anim na bansa.

"The DFA has not been officially informed about this matter. Travel alerts for a country’s citizens are usually not officially notified to other countries, however, this type of information may have been shared among intelligence agencies," ayon naman sa Department of Foreign Affairs.

Business leader in Taiwan disagree on minimum wage increase amid pandemic


Taiwan business leader opposed the rise of minimum wage in the country, instead the group are calling for special aid for companies hit by the COVID-19 pandemic.

There should be no rise this year as too many companies have suffered under the pandemic according to Lin Po-feng, leader of one of Taiwan’s top business groups.

He advocated tax cuts to help businesses in trouble and subsidies to be spent on training, salaries, and assistance to employees on unpaid leave. 

A Minimum Wage Review Committee formed by representatives of government, employers, unions and experts meets to decide the fate of the minimum wage.

The committee will decide whether the monthly minimum salary of NT$24,000 (US$865) and the hourly wage of NT$160 should be raised on the first day of next year.

Adjustments to the basic wage reflect the rate of economic growth and uncertainty over the pandemic according to a scholar.

OFW mula sa ASE Taiwan, nakapundar ng malaking lupain at ginawang taniman ng prutas


Sa isang social media post, ipinakita ni facebook user "Kring Kring" ang kanyang naipundar na lupain na ngayon ay isa ng bukid ng mga prutas, isang Overseas Filipino Worker sa Taiwan.

Empleyado ng Advance Semiconductor Engineering (ASE) sa Kaohsiung, Taiwan si Kring Kring at ang nabiling bukid ay gagawing business.

Lampas 1,500 square meter ang isang bukid at kasalukuyang sinusukat ang isa pa. Ang pagkakaroon ng ganitong lupain ang magiging future ng isang OFW.

Kilala ang ASE bilang paboritong destinasyon ng mga OFW sa Taiwan, nagtatarbaho bilang machine operators, quality inspectors, technicians at engineers.

Dahil isa ang ASE ang top companies, hindi lang sa Taiwan at sa buong mundo kaya may pagka galante ang kumpanya sa mga employees nito.

Filipino students earned scholarahips in Taiwan, CECC approved entry of some foreign students


48 Filipinos earned scholarship in Taiwan that will study and learn Mandarin or pursue master’s or doctoral degrees which also approved of entry for foreign students.

Taiwan's Central Epidemic Command Center (CECC) on approved the entry of degree-seeking students, students awarded with Ministry of Foreign Affairs (MOFA) scholarships, students with Ministry of Education (MOE) Huayu Enrichment Scholarships.

The Taipei Economic and Cultural Office in the Philippines is pleased to announce that 48 Filipino students (MOE Taiwan Scholarship, MOE Huayu Enrichment Scholarship, and Taiwan ICDF International Higher Education Scholarship) are awarded with the TECO Scholarships for the year 2021.

The scholarships cover tuition fees, but also provide monthly stipends, airfare and other fees.

More Filipinos have been choosing Taiwan as their education destination for higher learning. From the 2017 to 2020 academic year, there had been a 96.5% increase in the number of degree and non-degree seeking Filipino students in Taiwan. (Photo: CNA)
