Taiwan may introduce minimum wage increase for migrant caregivers to NT$20,000

Taiwan's Ministry of Labor (MOL) says it will soon introduce a minimum wage increase, for private home-based migrant caretakers and domestic helpers.

The ministry agreed to recommend an increase from the current minimum wage of NT$17,000 to at least NT$20,000 for that category of migrant workers, CNA reported.

Most caregivers in Taiwan are women, but their work is not covered by the Labor Standards Act.

The minimum pay hike for that category of migrant workers is also being proposed in light of Taiwan's increase of its monthly minimum wage earlier this year, to NT$25,250. 

Unlike migrant workers employed in the industrial sector, private home-based migrant caretakers and domestic helpers are not covered by Taiwan's Labor Standards Act, which has left their minimum pay stuck at NT$17,000 for the last seven years.

Some caregivers and domestic helpers have been seeking job transfers to earn more money, which has also adversely affected their Taiwanese employers, according to the ministry.

There are some 202,616 migrant workers employed as private-home-based caretakers, and 1,441 as domestic helpers, according to MOL statistics.

Former saleslady in PH, now earns P100,000 per month as OFW vegetable picker in Japan

Is it worth being a vegetable picker in Japan? For our kababayan Ivy Villegas, yes. Ivy earns about PHP90,000 to PHP100,000 per month in Japan.

She used to work as a saleslady and cellphone brand promoter in the Philippines.

"Yung sahod ko naman po, malaki naman po siya. Nagri-range po siya sa PHP20,000. Nakakakain kami tatlong beses sa isang araw,” Ivy sais on an interview with iJuander.

But Ivy noticed, "Kahit ganoon po kalaki yung sahod mo, parang wala akong ipon.” This led Ivy to become an overseas Filipino worker in Japan in 2019.

Her job: vegetable picker of carrots and radishes.

Ivy clarified, being a vegetable picker is not an easy job. She also said that the job should not waste time.

"Iba dito kasi bawat minute dito, bawat segundo gumagalaw ka talaga—yung isip mo, yung lakas mo, galaw talaga," Ivy said.

Ivy pulled out the carrots and radishes by hand then will remove the roots and leaves with scissors. The crops will be lined up on the ground, which will be picked up by the tractor.

The hardest part of the job was lifting crates that weighed up to 25 kilograms.

"Worth it po pag tatanggap ka na ng sahod. Maaano mo na talaga yung pagod mo, yung hirap," Ivy said.

Mas maraming trabaho ang naghihintay sa mga OFW sa iba't ibang bansa: POEA

Mas maraming trabaho sa ibang bansa ang makukuha ng mga magiging overseas Filipino workers (OFWs) habang patuloy na nilagdaan ng bansa ang Bilateral Labor Agreements (BLAs) sa mga mga host country.

Iniulat ni Philippine Overseas Employment Administration (POEA) chief Bernard Olalia nitong Huwebes na ang mga job market ay nagbubukas para sa mga Pilipinong skilled workers, professionals, and health workers, at iba pa.

"Japan for skilled and professionals, Taiwan for factory workers, Korea for factory workers, New Zealand and Australia for skilled workers," ayon sa POEA.

"Romania, Croatia, and Hungary are (also) looking for skilled workers," dagdag pa ng ahensiya.

Mayroon din na mga OFW ang nakalipad na bilang mga hotel workers sa bansang Israel.

Ang paglagda ng BLA sa pagitan ng host at mga bansang nagde-deploy ay mahalaga upang matiyak na ang mga karapatan ng mga manggagawa ay protektado at ang kanilang kapakanan ay itinataguyod.

Ang Pilipinas ay may umiiral na mga labor agreements sa ibang mga bansa sa Asya, Europa at Middle East.

Marcos names Silvestre Bello as new MECO chief

President Ferdinand Marcos Jr. named outgoing Labor Secretary Silvestre 'Bebot' Bello 3rd as chairman and resident representative-designate of the Manila Economic and Cultural Office (MECO).

Taiwan's Ministry of Foreign Affairs (MOFA) ready welcomed the former Philippine Cabinet secretary as the new head of MECO, the country’s de facto embassy in Taiwan.

About 150,000 Philippine migrant workers live in Taiwan, making the country the third-largest source of migrant workers to the nation, followed by Indonesia and Vietnam.

Bello would be replacing incumbent Wilfredo Fernandez.

Bello was acting justice secretary and solicitor general under President Fidel Ramos in 1998 and was Cabinet secretary under President Gloria Macapagal Arroyo from 2004 to 2010.

The outgoing labor chief also had a stint as a party-list representative in Congress from 2013 to 2016.

Kongresista, naghain ng panukala para palitan ang NAIA bilang "Ferdinand E. Marcos International Airport"

Mula sa pangalang Ninoy Aquino International Airport (NAIA) at magiging Ferdinand E. Marcos International Airport.

Ganito ang nais ni Negros Oriental Representative Arnolfo Teves Jr. na ang premiere gateway sa bansa sa ilalim ng kanyang House Bill No.610, na nagsasaad na “it is more appropriate to rename it (NAIA) to the person who has contributed to the idea and execution of the said noble project.”

Binanggit niya na ang proyekto ay nilikha noong panahon ng pagkapangulo ng yumaong pangulo na si Ferdinand Marcos Sr., ang ama ng kasalukuyang pangulo.

Noong 1987, pinalitan ang pangalan ng Manila International Airport (MIA) sa Ninoy Aquino International Airport (NAIA) sa pamamagitan ng Republic Act No. 6639 noong termino ng yumaong Pangulong Cory Aquino.

Ipinangalan ito sa yumaong senador at pinuno ng oposisyon na si Benigno “Ninoy” Aquino Jr. na pinaslang sa paliparan nang bumalik sa bansa noong Agosto 21, 1983.

Nanawagan ang kongresista kay Marcos na patunayan sa kanyang panunungkulan na kaya niyang maging kapantay, kung hindi man mas mahusay, kaysa sa kanyang ama.

“I would like to see President BBM to be at par or even better than his father, which I think kayang-kaya niya naman (he can do it) and is very likely,” sabi ng kongresista.

Street sweeper, farmer, won lotto for jackpot of more than P100-million each

A female street sweeper from Malabon, and a farmer from Quezon separately won P100 million each in the lottery of the Philippine Charity Sweepstakes Office (PCSO).

In a statement released by the PCSO, it was said that the street sweeper had already covered his winnings of P103,269,281.60 after hitting the combination of numbers that appeared in the MegaLotto 6/45 draw.

PCSO said the street sweeper could not believe it, who knelt down and cried when she found out that she won more than P100 million prize.

Based on information given, the woman allegedly worked as a street sweeper for 25 years and her husband did not have a permanent job.

In a separate statement by the PCSO, it was said that the sole winner from General Luna, Quezon also covered his winnings of P100,064,568.00.

The prize comes from hitting the numbers in the Ultra Lotto 6/58 draw.

According to the statement, the 29-year-old farmer said he hit the numbers that came out through the “lucky pick” system.

Erwin Tulfo, DSWD, nais habulin ang mga tatay na hindi nagbibigay ng sustento sa mga anak nila

Sinabi ni Department of Social Welfare and Development (DSWD) Secretary Erwin Tulfo na nais niyang habulin ng ahensya ang mga estranged na ama na tumatangging magbigay ng suportang pinansyal sa kanilang mga anak.

Nangako si Tulfo na tutulungan ang mga single mother na nahihirapang mabuhay sa gitna ng kakulangan ng suporta sa bata mula sa kanilang mga dating partner.

"Isa ‘yung mga single parents na nagkakaproblema na ‘yung bastardo nilang ex, yung bastardo na mga ama ng kanilang mga anak, ayaw magsustento. Susulatan ng DSWD, kasi wala silang malapitan ngayon," ayon sa bagong DSWD secretary.

"I will encourage them to come to the DSWD, we will help them out. We will write letters. If not, we will file cases against the father of the children para mag-sustento (to give child support) because it is under the law now," sabi ni Tulfo.

"Marami pong hindi nakakaalam, akala nila dahil hindi sila kasal pero andun yung pangalan sa birth certificate ay libre sila. Mali po yun.

You have to pay o ika nga sustentuhan mo yung anak kahit di kayo kasal o kahit na-impregnate mo lang ‘yung babae pero andun sa birth certificate yung name mo. You have to pay ika nga sustento to your child," dagdag niya.

Ang Republic Act 9262 o ang Anti-Violence Against Women and Their Children Act of 2004 ay nagsasakriminal sa "depriving or threatening to deprive the woman or her children of financial support legally due to her or her family, or deliberately providing the woman’s children insufficient financial support."

Kung mapatunayang mananagot, ang mga indibidwal na lumalabag sa batas ay maaaring parusahan ng pagkakakulong ng  hindi bababa sa anim na buwan at isang araw hanggang anim na taon.

Tsai administration wants to raise Taiwan's minimum wage every year

President Tsai-Ing wen said her government hopes to continue raising the minimum wage every year because it has become one of its central policies.

Tsai has a plan in place to raise the minimum wage every year and is determined to overcome every obstacle to carry out the goal.

Tsai's government has increased the minimum wage six years in a row.

The hourly minimum wage went up about 80 percent from 2007 to 2016, compared to about 40 percent under Tsai.

In the latest hike decided last year, the government raised the minimum monthly wage by 5.21 percent, or NT$1,250 (US$42.52), to NT$25,250, and the minimum hourly wage from NT$160 to NT$168, effective Jan. 1, 2022.

Tsai said the government has continued to care for workers even as Taiwan's domestic economy has been affected by COVID-19, including by providing subsidies to employers that have led to higher wages and more training for workers to improve their skills.

Since 2020, Tsai said, the government has provided more than NT$117 billion in relief aid to benefit about 5.92 million workers and 75,000 companies in need.

Resolution being pushed to allow '10 -year maximum term' for a Philippine president

A resolution was discussed to convene the 19th Congress for a Constituent Assembly to propose several amendments to the 1987 Constitution-including granting the president a 5-year term allowing re-election.

Resolution of Both Houses 1 filed by Pampanga Rep.  Aurelio “Dong” Gonzales Jr.  was filed in the House in conjunction with the swearing in of new President Ferdinand Marcos Jr.

"WHEREAREAS, it is hereby proposed that the term of office of the President shall be five years with re-election to another five-year term, a maximum of a ten-year term," ayon sa HB 1.

"Thereafter, the President shall be prohibited to be a candidate to any elective post."

According to Gonzales, the purpose of the amendment to the Constitution is to implement long-term programs and policies, especially since six year term is not enough.

It is also timely because the recovery caused by the P12 trillion national debt due to the COVID-19 pandemic, which is still accompanied by high oil prices in connection with the Russia-Ukraine war, is still a long way off.

Senator Tulfo, kinontra ang ayuda para sa mga pamilya na nasa middle class

Tinutulan ni Senator Raffy Tulfo ang panawagan sa gobyerno na bigyan ng ayuda ang middle class sa gitna ng patuloy na pagtaas sa presyo ng mga panguna­hing bilihin at produktong petrolyo.

Kailangang munang pag-aralan ang pagbibigay ng tulong o ayuda para sa middle class, habang yes na yes naman para sa mga mahihirap.

"For the middle class, I think we should study it first. But for those below middle class, the poor, yes,” ayon kay Tulfo.

Ipinaliawanag ni Tulfo na ang mga middle class "can still handle the impact of the inflation since their salaries are higher than those in the underprivileged sector.”

"They can still afford to buy their needs. They receive at least above minimum wage. So let’’s help those earning minimum wages or lower,” dagdag ni Tulfo.

Si Tulfo ang susunod na chairman ng Senate committee on labor sa papasok na 19th ­Congress.

Muling iginiit ni Tulfo na ang unang panukalang batas na ihahain niya bilang senador ay isang panukalang magpaparusa sa "wage theft", na nangyayari kapag ang mga employer ay nagbibigay ng hindi patas na kompensasyon sa kanilang mga empleyado.

Cayetano, muling nangako na itutulak ang P10,000 ayuda bill sa Kongreso

Sinabi ni Senador Alan Peter Cayetano na agad siyang maghain ng panukala para sa isang beses na cash aid na nagkakahalaga ng P10,000 sa bawat pamilyang Pilipino.

Gayunman, idiniin niya na ang “10K Ayuda” Bill ay gagawa ng aksyon mula sa Senado, House of Representatives at Malacañang.

Naghain si Cayetano ng House version ng panukalang batas bilang kinatawan ng Taguig noong Pebrero 2021 ngunit hindi ito kasama sa Bayanihan 3 package.

Itinatag din niya ang programang “Sampung Libong Pag-asa” noong Mayo 2021 ngunit ito ay ipinagpaliban noong Pebrero 7, 2022, alinsunod sa mga panuntunan sa kampanya ng Commission on Elections.
