Public mass gathering is strictly prohibited in Metro Manila under community quarantine

Philippine President Rodrigo Duterte announced strict immigration curbs and a halt on domestic land, sea and air travel to and from Manila, in what the officials called a 'community quarantine'.

The resolution bans on mass gatherings, a month of school closures and community quarantining.

Mass gatherings are defined as any event in a space in which a minimum of one meter space between attendees cannot be maintained or called social distancing.

Mass gatherings are event that brings together 100 more people in the same space or room at the same time, such as an auditorium, a stadium, an arena, large conference room, meeting hall, theater, or any other confined any indoor or outdoor space.

This would also certainly include parades, fairs, festivals. Though events like parties, birthdays, weddings and religious mass may continue with strict measures.

This would mean group of people will be confined in one area and will not be allowed by authorities to leave for checking. This os why large public gathering is prohibited.
