"World's happiest country" seeks more migrants due to labor shortage

Being tagged as the "World's Happiest Country," many may expect that Finland must be being deluged by people wanting to migrate, but in reality it is not and is actually struggling with an acute workforce shortage.

The lack of immigrants in the country is a long-running problem which was only recognized by businesses and the government itself.

According to recruiter Saku Tihverainen from agency Talented Solutions, workers are needed in Finland "to help cover the cost of the greying generation."

In an article published by GMA News, it was asserted that the government has also warned the nation that their 5.5 million population has to double immigration levels to 20,000-30,000 a year to sustain public services and the current pensions deficit.

Although Finland scores high in international comparisons for quality of life, freedom and gender equality, with little corruption, crime and pollution, these are not enough to attract immigrant workers because of a systemic problem in the country.

Many foreigners actually complain that there is an existing prejudice to non-Finnish applicants in the nation and that employers are reluctant to recognize overseas experience or qualifications.

But right now, the Recruiter Saku Tihverainen is already formulating some solutions and pushing more companies not to limit their working opportunities to native Finnish workers.

House-to-house Covid-19 vaccination is good idea by DOH

House-to-house coronavirus disease 2019 (Covid-19) vaccine, according to the Department of Health (DOH), is a "good idea" for inoculating more individuals and reducing crowding in vaccination sites.

Health Undersecretary Maria Rosario Vergeire said in a Laging Handa briefing that if local government units (LGUs) have the means, they may do these house-to-house visits.

“Firstly, we can ensure that there won't be crowding, the public could just wait from their homes to get vaccinated. Secondly, they can identify those who were not yet able to get their shots," she said.

“That's a good strategy, if LGUs have the resources, they can do that)," she added.

In Metro Manila, local governments hope to vaccinate between 180,000 and 200,000 people throughout the region's cities and lone municipality. Vergeire believes that by doing so, the National Capital Region would be able to vaccinate 70% of its people by September.

“We support this and we are looking at how we can guide them on how we can better do this so that it can be something that can be used for us to protect our citizens from this Delta variant," she said.

While the region will be placed under enhanced community quarantine from August 6 to 20, Vergeire assured that vaccination efforts will continue. “We will continue this and actually increase the number of vaccinees so that we can get the protection against the variant as soon as possible," she added.

Following the danger of the highly contagious Delta strain, which has infected over 200 individuals in the Philippines, more community quarantine measures were implemented. Vergeire stated that the DOH cannot infer that the Delta form is presently being transmitted in the community until more evidence is gathered.

“At present, what we have is the local transmission where we can still see the link in every case that has undergone genome sequencing," she said.

“We will declare community transmission if we can provide evidence already that we cannot link these individuals to each other anymore," she added.

New AFP Chief seeks a greater military defense posture to protect PH territory

The Armed Forces of the Philippines (AFP) will be able to effectively defend the country's territory from internal and foreign threats, particularly its marine rights in the highly contested West Philippine Sea(WPS), by strengthening its defense posture.

Lt. Gen. Jose Faustino Jr. highlighted this point in his assumption address after taking the oath as the 56th AFP Chief of Staff on Saturday afternoon, July 31, succeeding now-retired Gen. Cirilito Sobejana.

Department of National Defense (DND) Secretary Delfin Lorenzana presided over the joint change of command and retirement ceremony held at Camp Aguinaldo in Quezon City. Faustino, who spent most of his career in Mindanao, said he wishes to establish a Center for Self-Reliant Defense Posture which shall “protect the country’s interests from foreign control” and “promote limited dependence and outside support for our defense requirements.”

“The cornerstone of our SRDP program will be self-reliance on our country's military industrial capabilities, as well as full exploitation of our own natural resources. Without this skill and self-reliance, our country's military operations will always be reliant on the generosity or intentions of foreign nations when it comes to the security of our territory,” he said.

“I intend to pursue a reliable and appropriate defense posture for the attainment of lasting peace. To accomplish this, we will follow a direction based on experience and best practices learned over decades of service and collective efforts to achieve  goal of having a safe and peaceful country for our people,” he added.

If the military wanted to keep up with its Southeast Asian neighbors, the pioneering military leader realized that it needed to be able to build its own aircraft, ships, battle equipment, and other assets.

To change the perception that the AFP is one of Southeast Asia's most underequipped military forces, the government implemented a revised modernization program in 2013 under the late former President Benigno Aquino III's administration, in which the government increased defense spending to improve the military's capabilities.

The modernisation initiative is currently in its second "horizon," or phase, which runs from 2018 to 2022. The first phase lasted from 2013 to 2017, with the third and final phase starting in 2023 and ending in 2028. Two missile-capable frigates, six close air support planes, and 16 combat utility helicopters are among the military's recent purchases.

Go earns highest Senate trust rating among incumbent senators

According to a recent study conducted by a political consulting firm, Senator Christopher "Bong" Go has the greatest overall trust rating among incumbent senators.

PUBLiCUS Asia Inc. said Go gained the trust of 35.67 percent of 1,500 Filipinos who answered to the 2021 PAHAYAG second-quarter survey, which was released on Saturday. Go's current trust rating is a tenth of a percent higher than the 35.07 percent he received in the previous quarter.

Go wrote and sponsored Republic Act No. 11463, also known as the Malasakit Centers Act, which was passed into law in 2019. He was the chair of the Committee on Health and Demography.

The law requires all Department of Health-run hospitals and the Philippine General Hospital to open their own Malasakit Centers so that indigent patients can easily access medical services provided by the Departments of Social Welfare and Development, Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office.

As of Saturday, there were 132 Malasakit Centers around the country. Senator Manny Pacquiao, the previous frontrunner, had his trust rating plummet by 28 points, from 53.26 percent in the first quarter to 24.53 percent in the current survey. Senator Grace Poe came in second with a time of 35.47.

Imee Marcos received 30.93 percent of the vote, followed by Richard Gordon (29.6), Joel Villanueva (28.4), Miguel Zubiri (27.87), Panfilo Lacson (26.93), Pia Cayetano (26.6), Sherwin Gatchalian (25.4), Manny Pacquiao (24.53), and Ronald dela Rosa (24.53). (24.47).

Risa Hontiveros and Francis Pangilinan received 22.13 percent, followed by Ralph Recto (21.4), Francis Tolentino (20.6), Cynthia Villar (19.67), Franklin Drilon and Koko Pimentel (18.8), Nancy Binay (16.8), Lito Lapid (15.13), Leila de Lima (8.8), and Ramon Revilla Jr. (8.53). De Lima was the least trusted senator at 71.0 percent.

350k job opportunities are open to migrant workers in Japan

The Philippine Overseas Labor Office (POLO) in Tokyo stated on Friday that migrant workers, especially overseas Filipino workers (OFWs), had 350,000 job prospects in Japan.

Labor Attaché Marie Rose Escalada stated in a virtual forum that Japan is eager to employ international workers under the Special Skilled Worker (SSW) visa.

“The SSW was introduced in April 2019 and (took) off last year. Under the Special Skills Worker visa, there are 14 occupational categories. These jobs are available to all workers all over the world, not only to Filipinos,” Escalada said.

Care workers, building cleaning management, machine parts and tooling industries, industrial machinery industries, electric, electronics, and information industries, construction industry, shipbuilding and ship machinery industry, automotive repair and maintenance, aviation industry, accommodation industry, agriculture, fishery, and food manufacturing are all job classifications under the SSW.

She said SSW has two categories -- SSW I and SSW II, Under SSW I, workers can stay in Japan for a maximum of five years and are not allowed to bring their family.

Meanwhile, SSW II enables employees to stay for the same amount of time as before, but they may bring their families with them to the host nation. Applicants must be at least 18 years old and have passed either the Japanese language competency test or the technical intern training.

At the same time, Escalada stated that there is a growing market for Filipino professional basketball and volleyball players in the host country. “There were a lot of queries about professional basketball players and volleyball players last month. She went on to say, "I believe two or three basketball players are currently hired by teams."

The Chinese Embassy in Manila committed on Thursday to contribute more coronavirus disease 2019 (Covid-19) vaccinations to the Philippines and to maintain a consistent supply.

"As the Philippines is facing an increase in demand of vaccines, we will donate more and substantively increase the supply of vaccines to the Philippines," Chinese Ambassador Huang Xilian said in a speech.

Huang noted that China was the first country to give test kits, personal protective equipment, immunizations, and send a medical expert team to the country.

"China has been standing in solidarity with the Philippines in fighting the pandemic," he said.

"China and the Philippines are close neighbors that cannot be separated and moved away. As close neighbors, our good neighborliness and mutually beneficial cooperation is a blessing for our two peoples and also for the region and beyond.” He added.

Pres. Duterte approves P1,000 cash aid to residents in ECQ areas

Due to a surge in coronavirus (COVID-19) cases, President Duterte has approved the distribution of cash aid to citizens in need in areas under enhanced community quarantine (ECQ), with certain places moving to the highest risk categorization.

After Duterte approved the request to place Iloilo City, Iloilo Province, Cagayan de Oro City, and Gingoog City under ECQ from August 1 to 7, 2021, Presidential Spokesman Harry Roque made the news.

The cash assistance would come from the Department of Social Welfare and Development  (DSWD), Assistance to Individuals in Crisis Situations (AICS) program, Roque stated during a press conference on Thursday .

According to Roque, each person in the affected regions is eligible for a P1,000 stipend, with a maximum of P4,000 per family.

“The President has approved the distribution of P1,000 cash aid to residents in need in areas under the ECQ and this is up to a maximum of four persons per family,” Roque said.

“The funds are being downloaded to the local governments of Iloilo province, Iloilo City, Cagayan De Oro City, and Gingoog City,” he added.

On Wednesday, the government kept the strict quarantine restrictions in several parts of the country next month to stem the surging cases of the Delta coronavirus variant. Four areas were placed under the modified ECQ (MECQ), namely Ilocos Norte, Bataan, Lapu-Lapu City, and Mandaue City.

Diaz no regrets on asking for help in sponsorship: We really need support

When Olympic champion Hidilyn Diaz appealed for support in public in 2019, she chose the higher route and opted to forgive the detractors and haters. Diaz held steadfast in her choice to upload a message asking for support from private firms in the hopes of strengthening her Tokyo Olympics campaign, saying she had no regrets.

“Para sa akin, hindi ako nagsisisi. Wala akong pagsisising nararamdaman kasi as an athlete we need support, we really need support,” said Diaz in an interview on Thursday, July 29.

Diaz also stated that previous issues with the Philippine Sports Commission, which is led by chairman Butch Ramirez, had been resolved. She went on to say that the PSC went above and above in offering assistance, particularly during the COVID-19 epidemic, when the renowned Team HD (Hidilyn Diaz) were stranded in Malaysia and began training there.

The Manny V. Pangilinan Sports Foundation also stepped forward to help Diaz with his training camp in Malaysia. Diaz, a silver medallist at the 2016 Rio Olympics, went on to say that she appreciated and understood PSC's situation during these hard times.

Baka puwede ko ‘tong makamit, makamit ang gold medal with the help of private sponsors also with the help din ng PSC.

Diaz stressed that this will serve as a lesson not only for herself but also to the government and the Filipino people. As for her critics, the multi-medalist weightlifter said their words won’t determine her worth and value as a person especially now that she brought golden glory to the Philippines.

Time Magazine named Taipei in Taiwan as one of World's Greatest Places

Taipei has been named one of the World's Greatest Places by Time Magazine in its 2021 edition of the list, alongside 99 other destinations, including Antarctica and Osaka.

According to Time, the opening of the National Center of Photography and Images, as well as the Hotel Resonance Taipei, which "boasts a boxy black-and-white exterior designed to evoke frames on a film roll" have further burnished "Taipei's credentials as a cultural capital.

The Taipei Performing Arts Center -- "with its striking architecture, defined by a giant silver sphere protruding from one side of the building -- seems set to become a city landmark" when it opens next year, the magazine said.

Visitors to Taipei can also enjoy the nearby Yangmingshan National Park, which was named the world's first Urban Quiet Park in June 2020, the magazine notes.

Other destinations in the 2021 edition of the list include: Antarctica, Osaka, Costa Rica and the Gold Coast in Australia.

The magazine said nominations for the list were solicited from its network of correspondents, and that this year's list serves as a tribute to the people and businesses in the travel industry who adapted and innovated in the face of the challenges they faced in the past year due to the COVID-19 pandemic. - Central News Agency

Taiwan to maintain border control or entry restrictions despite lowering to Level 2 Alert

Taiwan restrictions will be relaxed to allow more social activity after the current COVID-19 alert is lowered to Level 2 but will still maintain tight border controls.

"The lowering of the COVID-19 alert level was because the local outbreak has been brought under control. However, we will still keep tight border control measures in place," Health Minister Chen Shih-chung said.

"Although we will not relax border controls, we will begin to think about a better way to manage people who are fully vaccinated," Chen added.

Taiwan has implemented stricter quarantine rules because of the spread of the Delta variant of the coronavirus abroad.

Level 2 alert will remain in place until at least Aug. 9 but that the measures will be adjusted depending on the COVID-19 situation in Taiwan.

Local governments have the right to allow adjustments to the new guidelines, under special circumstances.

Employers, brokers cannot force migrant workers to take COVID-19 vaccine: labor authorities

Employers cannot force migrant workers to take a COVID-19 vaccine, the Workforce Development Agency said in a statement Saturday, following rumors about such incidents.

The employers and labor brokers of migrant workers should encourage them to get COVID-19 vaccine shots, but any effort to achieve that by ignoring their wishes is illegal, the agency said.

Similarly, migrant workers should not be prohibited from receiving a vaccine shot by their employers or brokers, the agency said.

Such actions constitute a criminal offence under the Criminal Code and are punishable by a fine ranging from NT$60,000 (US$2,142) to NT$300,000 according to the Employment Service Act, the agency said.

The statement was issued after rumors circulated on social media that some migrant workers have been forced to sign a document promising that they would receive COVID-19 vaccines.

It was not immediately clear whether the Ministry of Labor has received any complaints over such incidents. -Central News Agency
