Ang mga tatay ay dapat magbigay ng child support sa mga anak alinsunod sa batas: Tulfo, DSWD


Inatasan ni Department of Social Welfare and Development (DSWD) Secretary Erwin T. Tulfo ang lahat ng field offices ng ahensya na maging handa na tumulong sa mga ina na naghahanap ng sustento sa mga ama ng kanilang mga anak.

Sinabi ito ni Tulfo alinsunod sa Article 195 ng Family Code na nagdiin na legal na kinakailangan ng mga magulang na suportahan ang kanilang mga anak.

Ang Article 194 ng Family Code ay nagbibigay din na "support comprises everything indispensable for sustenance, dwelling, clothing, medical attendance, education and transportation, in keeping with the financial capacity of the family."

"Linawin ko lang po na hindi ko naman sinabi na kakasuhan namin agad ang hindi nagbibigay ng child support," ayon kay Sec Tulfo sa isang nees release.

"Nasa batas po kasi natin, matik sa batas na kailangang suportahan ang bata. Maaring pinansiyal, o pag-aralin mo. Ang sinasabi ko, kung may trabaho at usually malalaman natin yan sa misis kung may trabaho," dagdag ni Tulfo.

Hinikayat din niya ang mga ina na dalhin ang kanilang mga concerns sa DSWD, at sinabing ang mga ina ay maaaring humingi ng tulong sa DSWD upang humingi ng suporta mula sa ama.

"Pwede po kayong lumapit sa amin sa DSWD, kung may mga tatay na ayaw magsustento sa mga anak nila, provided na yung tatay ay may trabaho o may kinikita. Susulatan po namin, magdedemand kami na sustentuhan niya yung anak niya. Otherwise, ipapasa po namin ito sa korte, bahala na po ang Public Attorney’s Office (PAO). Tutulungan din po natin na ilapit sa IBP para magsampa ng kaso," ayon kay Tulfo.

Taiwan Tourism Ambassador Gabbi Garcia shares 'Panahon sa Taiwan' moment anew


Actress Gabbi Garcia, Taiwan's Tourism Ambassador from the Philippines is calling to Filipinos to consodet and visit Taiwan.

Taiwan is aiming to revive its international tourism, as part of its efforts to revitalize its economy amid the challenges brought about by the COVID-19 pandemic.

It was back in 2020 that Gabbi was first revealed as Taiwan Tourism Ambassador. 
Some of the places in Taiwan that Gabbi will visit include the country's 25 amusement parks and restaurants. She will also be trying authentic bubble milk tea, xiao long bao, and braised pork rice.

Gabbi Garcia was announced as Taiwan Tourism Ambassador in February 2020 by the Taiwan Tourism Bureau (TTB). She's the first Filipina to earn such honor.

Ilang opisyal ng DSWD, nais na maibigay ang 4Ps cash grant sa lump sum o isang bigayan naang



Sa halip na monthly distribution, iminungkahi ni dating Department of Social Welfare and Development (DSWD) Secretary Erwin Tulfo na bigyan ng “lump sum” ang conditional cash assistance ng Pantawid Pamilyang Pilipino Program (4Ps).

Gagawin ito na isang bigayan na lamang para kahit paano ay magamit ito ng mga benepisyaryo bilang kapital para sa maliliit na negosyo.

"Ang plano natin… kung pwede i-lump sum na lang sa isang tao, isang pamilya yung kaniyang 4Ps. Kasi ngayon po tumatanggap ata ng P1200 or P1400 per month. Bakit hindi na lang i-lump sum na for one year? Ito yung P12,000 to P14,000 i-negosyo mo," sabi ng dating sekretarya.

"Why not give it as a lump sum para magamit pang kabuhayan o dagdagan pa natin ng livelihood para mas malaki-laki. From P14,000 magiging P19,000 to P20,000 na po yan. Kaya matitigil na ang monthly at makatayo na sila sa sarili nilang mga paa," dagdag niya.

Gayunman, nilinaw niya na ang kanyang panukala ay pag-aaralan muna ng mga eksperto at social worker. Sasailalim din ito sa dry-run sa lahat ng barangay sa bansa bago isagawa.

Kasalukuyang nililinis ang listahan ng 4PS alinsunod sa utos ni President Bong Bing Marcos.

Ang 4Ps poverty alleviation program ng pamahalaan ay nagbibigay ng conditional cash grants sa pinakamahihirap sa mga mahihirap upang tumugon sa kanilang agarang pangangailangan.

Tulfo offers P1-million reward to anyone for the arrest of the killer-rapist in Marinduque

Three days after the crime, Senator Raffy Tulfo to give a reward for the arrest of the suspect in the murder and rape of a couple in Marinduque.

In his Public Service Program "Raffy Tulfo in Action", the Senator shared that he condemned the tragedy that happened to the couple and will give a One Million Pesos reward to anyone who can arrest such a suspect whom is being sought by the law.

"Walang konsensya ang gumawa ng ganitong karumal - dumal na krimen," said Sen.  Tulfo.

"Kaya ako po ay magbibigay ng Isang Milyong Pisong pabuya, totoo po ito, sa ikadarakip ng suspek, basta't sigurado ako na talagang ang may sala ang madarakip at mapapanagot," he added.

The heinous crime took place in Barangay Ihatub in Boac Town, Marinduque around 2 a.m. on Friday, July 15.

The said killer attacked and entered the Camping Site of the couple where the man was 21 years old;  while the woman is only 17 years old. The stab wound to the man who caused his death;  while also stabbing the woman, and further raping.

The victim asked for help and only then did the Police help them.

According to the victim's statement, the suspect was estimated to be 26 years old and was wearing long sleeves and a black hat.  To this day, the victim is still experiencing trauma while her boyfriend is now buried.

DSWD Educational Assistance para sa mga studyanteng Elementary, High School at College


Ang Department of Social Welfare and Development (DSWD) ay kabilang sa mga katawan ng gobyerno ng Pilipinas na inatasang pangalagaan ang kapakanan ng mga Pilipino.  May hawak din silang iba't ibang oportunidad tulad ng scholarship at job offer.

Ang DSWD educational assistance program ay isang pinansiyal na tulong para sa edukasyon ng ilang mga studyanteng kwalipikado.  

Ayon sa isang magulang na naginquire sa DSWD, tatangap ng P1,500 para sa Elementary, P2,000 para sa High School at P3,000 naman para sa College.



Noong Marso ng 2018, nilinaw ng ahensya na hindi sila nag-aalok ng scholarship;  nag-aalok sila ng isang uri ng tulong na pang-edukasyon para sa mga mahihirap na mag-aaral at iba pang mga kwalipikadong mag-aaral.

Ang DSWD ay hindi obligadong magbigay ng scholarship. Ngunit, maiaalok nila ay kaunting tulong pinansyal para sa edukasyon ng mga mahihirap na estudyante, ayon kay Emmanuel A. Leyco, DSWD Officer-in-Charge.

"It is not within DSWD’s mandate to implement scholarship programs, but we provide minimal educational assistance as we recognize that indigent students need help in addressing other school-related expenses," saad nj Leyco.

Sara Duterte: Hindi required ang uniform sa mga pampublikong paaralan

Hindi na kailangang magsuot ng uniporme ang mga estudyante sa mga pampublikong paaralan, sinabi ni Vice President at Department of Education (DepEd) Secretary Sara Duterte.

Sinabi ng kalihim ng edukasyon na ang hakbang ay nilayon upang mapagaan ang pasanin ng mga mag-aaral at pamilya sa pagtaas ng presyo at pagkawala ng kabuhayan dahil sa pandemya.

"Even before the pandemic, it is not a strict requirement for public schools to wear uniforms (DepEd Order No. 065, s. 2010) to avoid incurring additional costs to the families of our learners," salaysay ni Duterte.

"All the more that it will not be required this school year given the increasing prices and economic losses due to the pandemic," dagdag niya.

Ang simula ng school year 2022–2023 ay sa darating na August 22.

Sinabi niya na ligtas nang magbukas ang mga paaralan dahil mayroon nang mga health protocol sa nakalipas na dalawang taon.

Sinabi ni Duterte na ang pinagsamang in-person classes at distance learning ay ipatutupad mula Agosto hanggang Oktubre, habang ang limang araw na face-to-face classes ay magsisimula sa Nobyembre.

Ano nga ba ang mga benefits na natatangap ng mga benepisyaryo ng 4PS?

Ang isang sambahayan na benepisyaryo ng 4Ps ay maaaring makatanggap ng isa sa dalawang uri ng monetary grant.

Isang health grant na P6,000 kada taon, o P500 kada sambahayan;  o isang grant sa edukasyon na P300 bawat bata bawat buwan sa loob ng 10 buwan, o P3,000 taun-taon (maaaring magrehistro ang isang sambahayan ng maximum na tatlong bata para sa programa).

Ang DSWD, sa pamamagitan ng pamamahagi ng mga cash grant na ito sa mga tatanggap ng sambahayan sa pamamagitan ng Land Bank of the Philippines. 

Kung hindi ito magagawa, ang mga alternatibong paraan ng pagbabayad tulad ng G-Cash remittance at mga transaksyon sa rural bank ay maaaring gamitin sa halip.

Ang National Household Targeting System, na kilala rin bilang "Listahanan" ay ginagamit upang sistematikong pumili ng mga benepisyaryo. 

Ito ay batay sa isang survey ng mga pisikal na katangian ng mga tahanan ng mga benepisyaryo, kabilang ang bilang ng mga silid at mga taong naninirahan sa mga ito, kung sila ay may access sa tumatakbong tubig, at iba pang mga elemento na nakakaapekto sa kanilang kalidad ng buhay.

ASE Chungli to expand its production facility, create more jobs

ASE Technology Holding Co., the world's largest IC packaging and testing services provider, has begun work on a NT$30 billion (US$1.0 billion) expansion of its facilities in Taoyuan's Zhongli District.


ASE broke ground on the planned second phase of the Zhongli complex Friday, with the company saying it aimed to complete work on the expansion in the third quarter of 2024.


Speaking with reporters, Chen Tien-ssu, president of the Zhongli plant, said ASE Technology planned to spend NT$10 billion on building construction and NT$20 billion on acquiring and installing state-of-the-art production equipment focused on automation, smart manufacturing, and energy efficiency.


According to ASE Technology, the new facilities in Zhongli will be involved in producing advanced IC packaging and testing technologies such as wire bonding, flip-chip packaging, and wafer-level packaging.


The new investment is expected to raise sales generated from the Zhongli plant by more than NT$20 billion a year to NT$100 billion, as well as create 2,000 new jobs, Chen said.


Chen said the existing Zhongli facilities, home to around 12,000 workers, were currently operating at full capacity in the wake of solid demand for high-performance computing, automotive electronics, 5G, and Internet of Things devices.


Despite industry reports of scaled-backed orders and rising inventories, Chen said he expected the Zhongli plant to continue operating at full capacity through the end of this year.


In addition to Zhongli, ASE Technology has production lines in Kaohsiung, as well as overseas in China, South Korea, Japan, Malaysia, Singapore, and Japan. -Central News Agency

Sino ang mga karapat-dapat na maging miyembro ng 4PS o Pantawid Pamilyang Pilipino Program?

Hindi na magiging kwalipikado ng Department of Social Welfare and Development (DSWD) ang lampas isang milyong benepisyaryo ng Pantawid Pamilyang Pilipino Program (4Ps) para sa inilaan na tulong ng gobyerno, ayon kay DSWD chief Erwin Tulfo noong Lunes.

Ang mga naka-waitlist o ang mga nais maging kwalipikado para sa programa ay mabibigyan ng pagkakataon na humalili sa kanilang lugar.

Ayon sa Official Gazette, upang maging karapat-dapat para sa programa, dapat matupad ng mga aplikante ang mga sumusunod na kinakailangan:

-Mga residente ng pinakamahihirap na munisipalidad, batay sa 2003 Small Area Estimates ng National Statistical Coordination Board

-Mga sambahayan na ang kalagayang pang-ekonomiya ay katumbas o mas mababa sa provincial poverty threshold

-Mga sambahayan na may mga anak 0 hanggang 18 taong gulang at/o may buntis na babae sa oras ng pagtatasa

-Mga sambahayan na sumasang-ayon na matugunan ang mga kundisyon na tinukoy sa programa

Sinabi ng social department chief sa isang panayam na nakita nilang kailangan nilang linisin ang listahan ng 4Ps para mabigyan ng pagkakataon ang mga nasa waiting list na maging benepisyaryo ng programa at tanggalin ang mga hindi na kwalipikado o ang mga anak na nakapagtapos na ng pag-aaral.

Sinabi niya na 4.4 milyong recipients ang kasalukuyang nakikinabang sa tulong ng gobyerno.

Mga tatangalin sa 4PS program, maaring umabot pa ng 2-million benepisyaryo: Sec Tulfo

Sinabi ng Department of Social Welfare and Development (DSWD) na ina-update nito ang listahan ng mga benepisyaryo sa buong bansa para sa Pantawid Pamilyang Pilipino Program (4Ps).

Titiyakin na ang lahat ng hindi kwalipikadong benepisyaryo ay aalisin sa programa. Ipinag-utos ni Secretary Erwin Tulfo ang pag-delist sa mga benepisyaryo na ang mga anak ay nakatapos na ng pagaaral.

"[Based] on the records submitted to me by our division, the National Household Targeting System, we have identified 1.3 million families or households that are no longer considered poor," pahayag ni Sec Tulfo.

Sinabi niya na ang "graduates" ng programa ay nagpakita na mayroon na silang mga paraan upang suportahan ang kanilang sarili, o ang kanilang mga anak ay nakapagtapos na sa paaralan.

Tinitingnan din ng DSWD na tangalin ang 600,000 pang benepisyaryo na tumatanggi sa pagsisikap ng ahensya na i-verify ang kanilang katayuan.

"This is a conditional cash transfer. Which means there are conditions before you get this grant," dagdag ni Sec Tulfo.

Ang 4Ps ay isang programa kontra kahirapan na nagbibigay ng pangangailangan sa mga mahihirap na sambahayan upang mapabuti ang kanilang kalusugan, nutrisyon, at edukasyon, partikular na ng mga batang may edad 0 hanggang 14 na taon.

Rep Richard Gomez pushes for postponement of Barangay and SK elections

Leyte Rep. Richard Gomez filed a proposal to postpone for one year the scheduled Barangay and Sangguniang Kabataan Elections (BSKE) on December 2022.

According to Gomez, the postponement of the election will provide additional funding to the government that will be available to programs needed to combat the impact of the COVID-19 pandemic.

The government will spend P8.14 billion on BSKE.

In his House Bill 937, BSKE will be held on December 5, 2023 and the winners will sit at noon on January 1, 2024.

The current Barangay and SK officials will reportedly remain in office, unless they are removed or suspended until the election winners are seated.

“Subsequent synchronized barangay and Sangguniang kabataan elections shall be held on the first Monday of December 2026 and every three years thereafter,” the bill stated.

Robin Padilla sa pagsuporta sa divorce bill: 'Everbody deserves a second chance'

Nais ni Senador Robin Padilla na payagan ang divorce sa Pilipinas, sa paniniwalang pinoprotektahan nito ang mga pamilya mula sa  'failed marriage'.

Aniya sa kanyang facebook post:

"Ito pong batas na ito, itong panukala na ito ay hindi po ito kailanman na sumasalungat sa pagpapakasal o sa kasal o sa pag-a-asawa. Hindi po ito na isang bagay na kami ay kontra, na magkaroon ng forever, sabi nga nila. Hindi po"

"Katunayan ito pong panukala na ito ay nagbibigay ng proteksyon, unang-una sa mag-asawa, sa babae at lalaki, at sa kanilang mga magiging anak," dagdag ni Robin.

Sinabi ng senador na bagama't pinapaboran niya ang pag-aasawa na tumagal magpakailanman, ang katotohanan ay may mga pag-aasawa na napapahamak dahil sa "irreconcilable differences."

Tuloy pa rin niyang sinabi na, "Sabi nga po nila, baka daw itong panukala na ito ang sisira doon sa kasal, ay hindi po. Itong panukalang ito ang nagbibigay proteksyon doon sa kasal na masakit man pong sabihin ay sira na."

"Minsan may mga bagay po talaga na hindi na maayos. May mga bagay po talaga na talagang nakasulat na hindi kayo para sa isa’t-isa… Papaano naman ‘pagka dumating na talaga iyong para sa iyo at ikaw ay nakatali na? Edi ang lungkot, ‘di ba? Kaya dapat, sabi nga nila, everybody deserves a second chance."

Tanging ang Pilipinas lamang ang kasalukuyang estado sa mundo maliban sa Vatican City na hindi kinikilala ang diborsyo.

Former OFW caregiver, now famous fashion designer in Canada


Pinay fashion designer Genette Mujar, 50, is now known in Canada. She is the owner and Chief Operating Officer of his clothing company Gnetz Design.

Pero bago siya naging fashion designer, nagtrabaho muna siya bilang caretaker.

"Maraming nagtataka kung paano ko nagawa yung transition from caregiver to fashion designing," said Genette from an interview of Summit OG.

"Sabi ko, it's been my passion ever since. Naantala lang, kasi siyempre, hindi tayo kasingyaman ng iba."

She become an overseas Filipino worker (OFW) to provide a good life for his children when her family was in need.

She worked in Taiwan, before she moved to Hong Kong where he experienced being kicked out of his employers. 

She moved to Canada still as a caretaker and there continued his passion for designing.

A few years later, she decided to pursue her dream of becoming a fashion designer because she felt that she was getting older and that she might be out of date.

Studied to a fashion school where she achieved her dreams and hired as a fashion designer in a company in Vancouver.

"Wala akong pinagsisisihan. I’m so grateful. Ito yung pinakamagandang nangyari sa buhay ko—na mabigyan ako ng chance na makapag-aral, na-recognize ako ng mga tao," ani Genette.

Tulfo, tinangal sa pwesto ang ilang empleyado ng DSWD dahil sa pagiging "bastos"


Dalawang empleyado ng Department of Social Welfare and Development (DSWD) ang tinanggal sa kanilang mga puwesto habang limang “hotline” operator ang pinagsabihan dahil sa hindi magandang serbisyo sa publiko, sinabi ni Social Welfare Secretary Erwin Tulfo.

Pinaalalahanan ni Tulfo ang mga rank and file employees ng ahensya na hindi siya magdadalawang-isip na tanggalin ang sinuman sa departamento kung mapatunayang totoo na sila ay walang respeto o hindi ginagawa ang kanilang trabaho.

Hindi niya pinangalanan ang dalawang tinaggal na staff ngunit sinabing ang isa ay nakatalaga sa Ninoy Aquino International Airport (NAIA) at ang isa sa satellite office ng ahensya sa Tagbilaran, Bohol.

Aniya, humihingi ng tulong ang isang ina at anak na kararating lang sa bansa para matiyak ang pagsunod sa Inter-Agency Task Force travel guidelines para sa mga menor de edad habang ang isang ina ay nagtatanong tungkol sa mga kinakailangan para mapabilang sa Pantawid Pamilyang Pilipino Program nang sila ay tratuhin nang bastos.  at hindi iginagalang ng mga kasangkot na empleyado.




“Let’s end the ill treatment of those who ask us for help. Let’s stop,” sabi ni Tulfo.

Sinabi ni Tulfo na bukas ang mga pintuan ng DSWD sakaling may mga empleyadong ayaw na ipagpatuloy ang kanilang trabaho sa pagbibigay ng serbisyo sa publiko, pagtulong sa mga nangangailangan tulad ng mga mahihirap, mga nasalanta ng kalamidad, gayundin ang mga inabandona at mga batang lansangan.

Si Tulfo ay umiikot sa mga tanggapan ng DSWD upang makita ang mga kondisyon sa lupa at matukoy ang mga pagpapabuti na kailangan ng departamento upang matiyak ang mas mahusay, mahusay at epektibong serbisyo publiko.

Sec Tulfo, DSWD, promised to help single mothers


Department of Social Welfare and Development (DSWD) Secretary Erwin Tulfo, vowed to help single mothers who are struggling to make ends meet amid a lack of child support from their former partner.

"I will encourage them to come to the DSWD, we will help them out. We will write letters. If not, we will file cases against the father of the children para mag-sustento (to give child support) because it is under the law now," secretary Tulfo said

"Marami pong hindi nakakaalam, akala nila dahil hindi sila kasal pero andun yung pangalan sa birth certificate ay libre sila. Mali po yun. You have to pay o ika nga sustentuhan mo yung anak kahit di kayo kasal o kahit na-impregnate mo lang ‘yung babae pero andun sa birth certificate yung name mo. You have to pay ika nga sustento to your child," dagdag ni Tulfo.

Republic Act 9262 or the Anti-Violence Against Women and Their Children Act of 2004 criminalizes “depriving or threatening to deprive the woman or her children of financial support legally due to her or her family, or deliberately providing the woman’s children insufficient financial support.

According to Tulfo, single moms have the right to get alimony so they will help them get help.

The secretary further stressed that they will refer each case to the appropriate government agency while they will provide assistance to each complainant.

Apart from alimony, DSWD will also assist in the issue of child custody.
