Taiwan has introduced a program that allows experienced migrant workers to stay longer and earn higher salaries. Known as the Intermediate Skilled Foreign Worker program, this policy was created to retain skilled foreign workers who have already gained years of experience working in Taiwan. It is part of the government’s effort to address labor shortages while giving long-term migrant workers better career opportunities.
Under this program, foreign workers who have worked in Taiwan for at least six years may qualify to upgrade their status from a regular migrant worker to an Intermediate Skilled Foreign Worker. Once approved, workers can enjoy a higher salary and the possibility of staying in Taiwan without the usual time limit imposed on standard migrant worker contracts.
Higher Salary and Better Stability: One of the main advantages of becoming an Intermediate Skilled Foreign Worker is the higher salary requirement. In the manufacturing sector, the minimum monthly salary generally starts at NT$35,000 or more, which is significantly higher than the standard migrant worker wage. The exact salary may vary depending on the industry and employer, but the goal of the program is to recognize the worker’s experience and skills.
Aside from higher pay, the status also provides more stability. Unlike traditional migrant worker permits that have a maximum stay limit, Intermediate Skilled Foreign Workers can continue renewing their work permits. While the permit is usually issued for a three-year period, it can be renewed repeatedly as long as the worker and employer meet the requirements.

A Path Toward Long-Term Residency: For many migrant workers, this program can also open the door to longer-term residency opportunities. After several years under the Intermediate Skilled Worker status and with a higher salary level or additional qualifications, some workers may eventually qualify to apply for permanent residency in Taiwan.
